                  Welcome to the blog. Readers, the good Dr is one of three experts from SteveMorse.org (in particular the Census pages).

        I meant for my post to say:   ...

1) find an address (some way or another)
2) Use this address at SteveMorse.org using the Census tools to get the ED
3) If you do not have an address, then use the 1930 ED and SteveMorse.org tools to convert to 1940EDs

Do this until the indexes are complete and accurate. Thanks for your comments.]]></description>

This jester has to laugh at his foolishness. You are correct. WWII did start  September 1939, but the US was on the sidelines until  12/7/1941 (a full 20 months after the census).]]></description>

		<description><![CDATA[One more point.  The US wasn&#039;t at war in 1940.  There was a mandatory draft put in place 6 months after the 1940 census was taken.  So I don&#039;t think the issue of large number of people in the military is a particular problem for this census.
